The New City Hall of Brno is conceived as more than just an administrative facility—it is a futuristic civic hub that symbolizes the transformation of urban governance in the 21st century. Located in the heart of Brno’s emerging South Quarter, the project merges administrative efficiency with public openness, digital innovation, and architectural expressiveness. The design envisions the City Hall not only as the operational center of the municipal administration, but as a vibrant public interface—where the digital and physical worlds converge. Its most iconic feature, a dynamic digital façade, transforms the building into an information portal, communicating city data, cultural content, and urban events directly to the street.

Situated at the crossroads of Brno’s new boulevard, the linear High-Line park and the planned Americké Square, the City Hall complex responds to three distinct urban characters: the civic street front, the green community corridor, and the ceremonial square. The project is composed of three interconnected buildings forming a porous, yet unified urban organism.

The architectural expression is boldly futuristic yet approachable, employing fluid forms, soft edges, and a layered massing strategy that breaks down the scale of the complex and aligns it with the surrounding urban texture. Building A—the most prominent and public-facing volume—features a circular atrium and a programmable digital skin, acting as a living interface between the city and its governance. Building B integrates with the boulevard via an active ground floor full of cafés and services, while Building C embraces the park with exhibition spaces and open community functions.

Internally, the layout emphasizes clarity, transparency, and human-centered circulation. Public functions such as counters, galleries, event halls, and cafés are located on the lower floors, with administrative offices above. The main atrium acts as a vertical connector and central orientation point. Across the entire complex, the emphasis is on accessibility, interaction, and spatial flexibility to accommodate the evolving needs of the public and city administration.

The structure is primarily a reinforced concrete frame with rigid cores and a combination of modular grids (6×9 m, 7.5×7.5 m) and a unique 20° radial system in Building A. The envelope is designed for long-term sustainability: triple-glazed openings, thermal bridge-free construction, green roofs, and a two-layer active façade system. The most striking innovation is the digital façade, which uses programmable LED mesh to provide adaptable, communicative surfaces. The design supports natural daylighting, passive solar gains, and future photovoltaic integration.

All three buildings sit on deep piles and utilize waterproof basement construction (white tub system). Interiors combine exposed concrete, brushed aluminum, glass, and timber accents to create a dignified yet friendly civic environment, prioritizing durability and adaptability in the long term.
