this project is appreciated for its sensitive integration into the natural landscape and its strong dialogue between architecture, topography, and public space. The decision to embed part of the building into the hill and to visually conceal the parking structure demonstrates a mature understanding of environmental context and visual impact. The amphitheater as the central organizing element is particularly successful, acting as both a spatial and social connector, while the cascading water feature and stepped landscape reinforce the continuity between built and natural elements. The functional zoning is clear and logical, with a well-resolved separation between public, semi-public, and administrative areas, and the circulation system both horizontal and vertical is fluid and intuitive. The combination of a robust concrete base with a timber superstructure is technically convincing and well aligned with the project’s sustainability ambitions, further supported by the use of green roofs, natural ventilation, and photovoltaic systems. Overall, the project presents a coherent architectural vision with a strong spatial identity and well-considered environmental strategies, resulting in a balanced and contemporary civic building that responds thoughtfully to both its users and its landscape.
While the project demonstrates a strong and coherent relationship with the landscape, further refinement of the outdoor circulation system could strengthen legibility and accessibility, particularly in the transition zones between the amphitheater, terraces, and interior entrances. The amphitheater is a powerful spatial element, yet its everyday functionality could be enhanced through additional shading, weather protection, and flexible seating arrangements to support year-round use. The integration of water features contributes positively to the character of the site; however, their long-term maintenance, safety, and seasonal performance should be more clearly addressed. Within the interior, the clarity of functional zoning is evident, but the wayfinding strategy and visual connections between key public spaces could be further emphasized to improve user orientation. Finally, while the structural and material concept is convincing, greater articulation of façade detailing and a more expressive treatment of entrances could strengthen the building’s identity at the human scale and reinforce its civic presence within the landscape.
